Our hoarding service supports customers reduce clutter in their home, understand the behaviours behind hoarding and help make sure their living space is safe and comfortable.

We recognise that hoarding can have a big impact on the person, their family, neighbours and wider community. When we receive a report of hoarding, we take a balanced approach, focusing on safety and the customer’s needs.

What is hoarding?

Hoarding is when someone excessive accumulates items, regardless of their value, to the point where their living space becomes cluttered and difficult to use safely. It can seriously impact a person's health, wellbeing, and ability to maintain their home.

Hoarding is not the same as simply collecting, untidy or disorganised.

Why does hoarding happen?

Hoarding can be caused by many things, including health conditions, memory problems, physical challenges, and emotional or social issues. It’s often complex, and there’s no single reason why it happens.

What are the risks of hoarding?

Hoarding can affect both the person and the community around them:

  • Personal safety: Clutter can block movement, create hazards and make cleaning difficult. This can lead to poor living conditions, pests and health problems.
  • Fire safety: Hoarding increases fire risk, especially when exists and walkways are blocked or when flammable items build up. It can make it harder for emergency services to help.
  • Social isolation: People may feel overwhelmed or embarrassed, avoiding visitors or refusing access for repairs. This can make things worse over time.
